The story

A friend of ours, Tom Doe fought the law after being issued a parking ticket for parking in a bus stop zone. New York City Traffic Rule 4-08 (c ) (3) states:

parking lawsNo Standing - Bus Stop. No person shall stand or park a vehicle other than an authorized bus in its assigned bus stop when any such stop has been officially designated and appropriately posted except that the operator of a vehicle may temporarily stand therein for the purpose of expeditiously receiving and discharging passengers provided such standing does not interfere with an bus about to enter or leave such zone."

Violation Code 19: Bus Stop.

ny parking ticket No Standing or parking where standing or parking is prohibited by sign, street marking or; traffic control device."

Tom's defense

Tom's defense was there was no bus stop sign designating a bus stop zone; nor was standing or parking prohibited by sign, street marking; or traffic control device.  All that existed was a bus stop shelter, and absolutely nothing else.
